Diebold's voting system is grossly unsecured - votes can be tampered with leaving no audit trail record and no password required. And features specific to the program appear designed to mask the problem. This "walkthought with audio overtrack" is the best proof online. What you're seeing is the "central tabulator", the central vote-count program used to take in all the votes in the county in any Diebold system.
